
HOUSE CONCURRENT RESOLUTION 73
(By Mr. Speaker, Mr. Kiss, and Delegates Amores, Douglas, Givens,
Mezzatesta, Michael, Pino, Staton, Varner, Trump, Faircloth and
Harrison)

Requesting the Joint Committee on Government and Finance to conduct
a study of the effects of identity theft and the effects of
proposed federal regulations relating to antiterrorist
measures on the citizens and financial institutions of West
Virginia.

Whereas, There is a growing rate of crimes involving identity
theft; and,

Whereas, The citizens of West Virginia have been harmed or may
be harmed by crimes involving identity theft; and,

Whereas, The technology used in crimes involving identity theft
is often used in crimes involving money laundering and terrorism;
and,

Whereas, The federal government is proposing regulations to
address money laundering and antiterrorist measures; and,

Whereas, The Legislature finds that the public would benefit
from a study of the effects of these issues and the regulation
thereof on the citizens and financial institutions of West Virginia; therefore, be it

Resolved by the House of Delegates:

That the Joint Committee on Government and Finance is hereby
requested to conduct a study of the effects of identity theft and
proposed federal regulations relating to anti-terrorism measures on
the citizens and financial institutions of West Virginia; and, be
it

Further Resolved, That the Joint Committee on Government and
Finance report its findings and recommendations resulting from the
study to the regular session of the Legislature, 2003, together
with drafts of any proposed legislation necessary to effectuate
such recommendations; and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
